The assembler.
A free tool that combines your records into one paginated, indexed PDF — transmittal note, cover sheet, exhibit index, chronology, and a caption sheet in front of every exhibit, with page numbers throughout. Everything happens in this browser. Your files are never transmitted; the claim is inspectable in this page's source, and the tool works with networking disabled. It organizes what you already have: it does not determine which policy governs a case, calculate deadlines, or recommend arguments.
Cover sheet details
These fill the cover sheet, and where noted, the transmittal note. Dates are entered by you and reproduced exactly as written; nothing is calculated. Blank fields render blank, so you can see what is missing in the finished packet.
Exhibits
Drop files in any order, then arrange them chronologically with the arrows — the exhibit letters follow the order shown. Accepted: PDF, PNG, JPG. Anything else (a document, a spreadsheet, an email), print or export to PDF first; password-protected PDFs must also be re-printed to a fresh PDF. Each exhibit gets a caption sheet built from the fields below — the same caption fields described on the records page — and an optional SHA-256 fingerprint computed locally, as in the vault.
Chronology
One row per event or artifact: the assignment's posting, each work session or draft stage you can date, the submission, the notice, and each preservation step you took afterward. Keep entries factual — what happened and when, without characterization. Reference exhibits by letter where one exists. Left empty, the chronology page is omitted.
Transmittal note
The factual cover letter, identical to the one on the records page. It asserts only what you choose to state and what the packet attaches; edit everything. The draft below updates from your details until you edit it directly.
Generate the packet
Assembly order: transmittal note, cover sheet, exhibit index, chronology, then each exhibit preceded by its caption sheet. Apparatus pages are numbered “Page n of N”; exhibit pages carry a small corner stamp with the exhibit letter and packet page. The PDF is built and saved entirely on this device.
What to check before sending
Review every page of the finished PDF at full size before it goes anywhere: confirm each redaction held, each caption states only facts you could repeat in a meeting, and the chronology matches the exhibits. The generated text uses standard Latin-script PDF fonts; names or notes in other scripts may not render and should be checked page by page. Originals stay where they are, unaltered — this packet is built from copies, and the caption sheets say so.
