Where the matter proceeds to an administrative hearing, CSU Executive Order 1098's Article III (the track that governs student conduct matters not involving discrimination, harassment, or related misconduct — the track under which academic dishonesty falls) sets the evidentiary standard: "The standard of proof the Hearing Officer shall use is whether the University's charge is sustained by a Preponderance of the Evidence. It is the University's burden to show that it is 'more likely than not' that the Student violated the Student Conduct Code." SUBSTANTIVE FINDING: Article III's own text, as read in this review, ends with the campus president's final decision and states no further appeal from that decision — a Chancellor's-Office appeal right exists only under Article IV, the separate track for discrimination- and harassment-related conduct matters, not for an ordinary academic-dishonesty case decided under Article III.
