Policy AC059, Academic Integrity (effective Jul 1, 2022; retrieved Oct 7, 2026), defines the conduct it covers without naming any detection tool. Its violation categories include Cheating, Fabrication, Plagiarism, Academic Misconduct, Dishonesty in Publication and a set of "Digital Violations" — none of which mentions artificial intelligence, generative tools, or a vendor name such as Turnitin:

PennWest is the third Pennsylvania State System of Higher Education (PASSHE) institution checked in this collection. West Chester University (built 2026-09-17) found Turnitin's AI Writing Detection tool enabled by its own campus Teaching and Learning Center, and Commonwealth University of Pennsylvania (built 2026-09-30) found no detector named at all — in both cases, with no systemwide PASSHE position found governing the question either way. PennWest's own empty inventory is consistent with Commonwealth's finding and confirms, a third time, that detection status at a PASSHE institution is set per campus rather than by the System.

Where a case instead proceeds as a Student Code of Conduct violation, that separate Code sets a standard directly: "The University is responsible for establishing any charged violation by a “preponderance of the evidence standard. This means that the University must show that it is more likely than not that the Referred Party engaged in the charged violation." That Code also addresses recording of its own hearings: "All hearings before the University Conduct Board are recorded. Hearings before the Hearing Officer may be recorded at the discretion of the Hearing Officer. Where audio or video recording is not made, a written summary of the hearing will be made."
